The checkups conducted by the Supervisory Chamber in 2009 detected that Shnogh Village Administration sold 186 ha of its land area to “Teghout” CJSC lowed than the cadastral price which resulted in the community budget lacking 252 million AMD. In 2010 “Teghout” CJSC paid off to the budget and, as a result, the budget increased from 61,7 million to 317,3 million.
Shnogh Village Head Haykaz Kochinyan didn’t inform his villagers that the company paid off.
Under Kochinyan, 19,3 million was spent on improving the village cemetery, 1,5 million for obtaining a new land area for the cemetery, 8,2 million for rehabilitating the monument to Shnogh Villagers who died during World War 2 and establishing Shnogh symbol, 25,8 million AMD for repairing roofs of houses, 21,8 million AMD for capital reconstructing the House of Culture, 18,1 million for capital repair of the kindergarten, 12,1 million for capital repair of the school of arts, 70 million AMD for renovating a three-kilometer long road section.”
Shnogh villagers ask themselves a question: if “Teghout” CJSC purchased land areas from them at a price of 560 AMD for one ha, how it happened that Village Head obtained a territory of less than 1 ha for the cemetery at a price of 1,5 million AMD.
