It’s already several months since Nature Protection Ministry doesn’t publish any data about the emissions into the atmosphere, which exceed maximum permissible concentrations (MPC). “Electronic Management” section, where information was displayed about operating enterprises, applied technologies, and the quantity and composition of harmful emissions, estimates on pollution spread in the atmosphere, doesn’t work. As a matter of fact, RA Law “On Protection of Atmospheric Air” is violated and the governmental decision on issuing permits for emissions into atmosphere no. 17-63 dated on 27.12.2012. The decision lays down that the projects with MPC shall be submitted electronically.
The Ministry doesn’t perform its functions, i.e. disseminating operative environmental information, which is, first of all, important for the opportunity to avoid the impact of harmful emissions, in case of the presence of allergic diseases, disasters, one-time emissions with high concentrations of harmful substances. This function is partially performed by the Center for Environmental Impact Assessment. However, the Center determines pollution only in 6 towns, meanwhile the pollution of atmosphere takes place in regions and villages, due to, first of all, dust emissions of mining industry. For example, no measurements of pollution are carried out in Qajaran town, which is daily covered with the dust generating from the explosions at Qajaran Copper and Molybdenum Mine. Aramus villagers complain of the dust, which made it impossible to breathe in, as the villagers describe. As it turned out, 7-8 basalt pits work next to the village.
Operative information about the pollution of the atmosphere from stationary sources is submitted to the State Statistical Service, which informs the population after two years. Thus, the annual report of the State Statistical Service for 2012 lays down the date for 2011.
