Whether Council by Yerevan Municipality Can Affect Decisions or Will Turn into Another Fiction

Yerevan Mayor Taron Margaryan has set up an environmental council, which includes the representatives of NGOs. “We Are This City’s Owners” initiative has disseminated a statement, which raises the following questions:
- What kind of authorities does the council have?
- Whether the council decision will affect on the construction projects submitted to Municipality?
- In which order will the council adopt decisions?
- How the opinion of minority will be taken into consideration?
