Energy and Natural Resources Ministry and KfW German -Armenian Fund didn’t sign any documents on “Support to Renewable Energy” project, as Energy and Natural Resources Minister Yervand Zakharyan's reply says to the enquiry filed by Arthur Ghazaryan, Lawyer at “Union for Protecting Employees’ Rights”.

The letter says, “Within its competences the Energy and Natural Resources Ministry informs that the process of SHPP construction complies with the Armenian legislation. We would also like to inform that Energy and Natural Resources Ministry and KfW German -Armenian Fund didn’t sign any documents on “Support to Renewable Energy” project.”

The soil management permit in specially protected areas of nature is issued in line with Article 26(2) of RA Code on Subsoil, which says that soil management in specially protected areas of nature may be carried out only as prescribed by the environmental legislation of the Republic of Armenia. The program and project submitted with the soil management claim are exposed to preliminary assessment and expertise by Nature Protection Ministry as prescribed by RA Law “On Environmental Impact Assessment and Expertise”, while soil management permit is issued only after positive opinion of the preliminary assessment and expertise.
