Jermuk Turns out Not To Be Included in Amoulsar Project Affected Zone Due to Nature Protection Ministry

The Nature protection Ministry didn’t include Jermuk in the affected zone of Amoulsar project, said Chief Environmentalist of Geoteam Company Armen Stepanyan on the discussions held on 31 May. Reminder: “Center for Developing Jermuk” NGO held discussions on the topic of Amoulsar project risks for water resources. Armen Stepanyan presented Amoulsar project and noted that Geoteam Company organized two official public hearings with prior public notice on 12 and 30 March 2012 in Saravan and Gorayk villages. Determining the range of the communities to be included in the affected zone of the project is within the competencies of Nature Protection Ministry, while the latter didn’t include Jermuk.

In reply to EcoLur’s question what kind of legal effect the project discussion held in Jermuk on 28 November 2011 and the current discussions have, the company lawyer Mr. Melkumyan said, “Other discussions are part of the general process. These discussions don’t have any legal regulation.”

If the Ministry must determine the communities in the project affected zone and has already decided to appoint public hearings in Jermuk (Nature Protection Minister Aram Harutyunyan’s assignment on 18 April 2012), a question arises, why these public hearings shouldn’t have any legal effect. We would like to address this question to Minister Aram Harutyunyan:
