SHPP environmental passport can become a new tool for the self-control, accountability and transparency of SHPPs. The expert group of "Supporting New Reforms in SHPP Sector through CSO-Government Dialogue" project implemented with the partnership of UNDP/GEF with the funding of UNDP/GEF has developed draft resolution "On Approving Form of SHPP Environmental Passports and Guide of Provision", which has been submitted to RA Nature Protection Ministry. The SHPP environmental passport will include the main technical and economic indicators of the given SHPP, changes in the environmental flow and the main components of the environment during its operation, as well as the results of monitoring and inspections carried out by competent environmental bodies.
Information about 125 SHPPs constructed on the rivers of Armenia has been collecitng for environmental passporting process.
The draft resolution plans to encourage those SHPPs, which won't have any environmental violations recorded as a result of two continuous inspections, and in this case the company operating the SHPP can receive 'SHPP Green Environmental Passport' and get exempt of inspections for 5 years.
RA Draft Governmental Resolution “On Making Amendments and Supplements to RA Governmental Resolution № 1343-N dated on 19 October 2017 “On Annulling RA Governmental Resolutions № 1680-N dated on 20 December 2012 and № 519-N “On Approving Checklists of Risk-based Inspections Carried out by Nature Protection and Soil Inspection Body of RA Nature Protection Ministry of RA”” has been submitted to RA Nature Protection Ministry, which aims to establish control and to ensure efficient environmental control in all the stages of SHPP construction and operation.
