“Trchkan” Civic Initiative: Public Hearings on “Khachaghbyur-2” Small HPP Project Should Be Recognized Illegal
“Trchkan” Civic Initiative states that the public hearings on “Khachaghbyur-2” Small HPP Project should be recognized as illegal.
On 24 July Nature protection Ministry displayed on its website, http://www.mnp.am/, an announcement about holding public hearings on the project of constructing a small HPP “Khachaghbyur-2” on the same day, i.e. 24 July. The time for public hearings is 12:00 p.m., while the venue is Yenoqavan Village, which is 140 km far from Yerevan.
“We wonder how the Minsitry staff can imagine that stakeholders can get familiar with the documents (displayed on the website), to make an opinion and to get to Yenoqavan so as to make public hearings participants aware of this opinion,” ask activists.
Nature Protection Ministry violated the requirements set by the Aarhus Convention on the access to Information and ensuring public participation in decision-making process, says the statement by “Trchkan” activists. They consider these public hearings as illegal and demand to hold new public hearings.
