In 2009 the SHPP development scheme adopted with the protocol resolution of the Armenian Government has been violated and it should be reviewed, as the specialists from the Ministry for Energy Infrastructures and Natural Resources, Nature Protection Ministry and Public Service Regulatory Committee concluded while discussing SHPPs based on Armenian PM’s assignment.
According to Hayk Badalyan, Head of Renewable Energy and Energy Efficiency Department of the Ministry for Energy Infrastructures and Natural Resources, there are certain incompliances between factual water usage permits prescribed in the scheme and indicators of issued licenses.
According to the official website of Energy Ministry, it’s been proposed to annul the protocol resolution of the Armenian Government dated on 22 January 2009 and in case of availability of financial means to develop new scheme for SHPP development through relevant specialized organizations.
Except for the SHPPs approved in the strategic programmes of the government or approved by the Armenian Government included in the investment programmes having undergone state environmental impact assessment, it has been proposed not to issue new water usage permits for the construction of new SHPPs in Akhuryan, Dzoraget, Debed, Azat, Arpa and Vorotan river basins. Matters connected with application of a new mechanism on price formation for SHPPs operating for over 15 years have been discussed to mitigate environmental problems. It’s been proposed to include substantiated costs to ensure environmental standards in the principles of tariff formation.
