Even before the gas price went up, it was available to a limited number of people, especially its consumption was low in socially insecure villages. Noyemberyan Forestry Enterprise Director Vasil Chilingaryan confirmed the same, “Before price rising not everybody could afford to use gas for hearing, now more people wouldn't. Each family in the community living on the forest edge has a legal right to receive 8 m3 free wood remainders, which is not sufficient. Increase in gas and power prices can make people reach the forests,” V. Chilingaryan said. Under him, the government should support the resident providing them wood remainders thus avoiding illegal actions.

Independent studies carried out in the frames of ENPI-FLEG frames showed that the range of illegal tree planting exceeded the official number by at least 70 times, while the demand of the population is 650,000 m3 more, which exceeded the range of official tree felling by 20 times.
