Enquiry To ZCMC CEO on Mining Volumes, Technical Safety of Artsvanik Tailing Dump and Forest Felling

EcoLur Informational NGO has sent an enquiry to the electronic mail of “Zangezour Copper and Molybdenum Combine” (ZCMC) CJSC addressed to its CEO Mher Poloskov. The enquiry says:
“Dear Mr. Poloskov,

On 16.12.2016, RA Nature Protection Ministry issued a positive opinion N ԲՓ 108 to the project submitted by “Zangezour Copper and Molybdenum Combine” (ZCMC) CJSC. Under this project, it is planned to mine opencast 22 million tons of ores from Qajaran mine and to process it in the combine.

Based on Article 6 of RA Law “On Freedom of Information”, we are writing to you to receive clarifications to the following questions:

  1. What is the amount of ores mined from Qajaran copper and molybdenum mine and how much was processed in the ore dressing plant in 2017-2019 (per years)?
  2. In which stage is the process of performing the following requirement laid down in the opinion N ԲՓ 108, “Before the expiry the term of the tailing dump and tail economy, it is necessary to submit to RA Nature Protection Ministry for EIA the following documents: the option selected to solve the matter with tails and dumps, the rationale for its selection, aggregate effects, as well as project documentation and EIA report on the reclaiming of the tailing dump and recovery of all disturbed areas.”?
  3. When was the last time when “Artsvanik” tailing dump underwent technical safety expert assessment and what is the opinion issued by “National Technical Safety Center” SNCO of MES?
  4. How many hectares of forest is planned to fell down for the expansion of the mine area and tails, in case the volume of “Artsvanik” tailing dump is increased, how many hectares of forest is planned to fell down in the course of the entire implementation of the program, how many hectares has already been felled down and what has happened with this timber?
  5.  We would like to ask you to inform whether ZCM has submitted a program on the compensation of damage caused to the forest economy to the competent governmental body, how many hectares have been planted instead of felled down forests so far?”
