Criminal Case Initiated: Facts of Realization of Over 44,000 Kg Whitefish Detected When Whitefish Fishing Is Banned

Based on the publications in the mass media, the Department for Protection of State Interests of RA Chief Prosecutor’s Office has carried an examination, which showed that according to the information received from RA Ministry of Environment, “The decrees of RA Environment Minister on setting the limits of industrial fishing in the water bodies of Armenia for 2014-2019 don’t lay down any limits for the industrial fishing of whitefish, as well as contracts on amateur fishing of whitefish and professional fishing haven’t been concluded, which means that the fishing of these species has been completely banned.

What is more, during its inspection carried out in January 2019 the Food Safety Inspection Body recorded around 6000 kg of “whitefish” fish cans produced in March 2018 available in the warehouse of LL company. According to 20 procurement acts drawn up by this company, in October, November and December 2017 the company purchased around 11,550 kg of whitefish from Tsovagyugh fish market in the total amount of around 5,600,000 AMD, stored in the fridges and produced fish cans in January-February 2018.

The inspection carried out in another LL company operating in Ararat Region showed that according to the documents submitted by the company – on 6 December 2017 the company purchased from an NGO registered in the Nagorno Karabakh 10,000 kg of whitefish for the amount of 4,800,000 AMD. It was also found out that in the course of March-August 2018 another LL company exported to the Russian Federation around 14,876 kg of smoked whitefish. According to two tax reports written out by the aforementioned LL company, the company purchased from another company 7,700 kg of live whitefish mentioning the place of supply as “Her-Her” reservoir, Vayots Dzor Region. Thus, in 2017-2018 there was illegal whitefish fishing in the republic in 2017-2018 and a criminal case has been instigated based on causing damage to a large extent. The preliminary investigation has been assigned to RA Investigative Committee.
