WaterLogging Problem: Increase in Lake Sevan, Littoral Constructions and Government Decisions

Due to the increase in Lake Sevan level forests, tress and houses turned out to be under water thus posing a threat of water logging. From 1033 to 2002 the level of lake decreased by 19 m thus endangering Sevan ecosystem. Within recent 10 years the level has increased by 4 meters and new problems have emerged, particularly for those having constructed costly structured on the shore of Sevan. The territory occupied by “Lavanda City” turned out to be under water. In 2006-2008 Lavanda City sold 232 cottages, after the increase in lake level cottages were found under water, while buyers turned out to be victims. Lavanda City owner had problems in this regard in 2008, but these problems were not given the go-ahead (under the publications in the press, Araik Hayrapetyan is person close to Public Prosecutor of Armenia Aghvan Hovsepyan).

The examinations of the Supervisory Chamber showed that “Sevan” National Park allotted Araik Hayrapetyan a territory of 47 ha, where he carried out construction below 1908 m. While the government decision says that it’s banned to construct buildings below this indicator, as they can go under water. Lavanda City is not the only territory found under water.  1697 buildings are constructed below 1905 meters, out of which 25% are capital constructions.

In June on the proposal of the government the National Assembly approved amendments in the laws which allow water outlets from 170 million cubic meters to 320 million cubic meters.
