Finally Government Considered Soil Management Wastes as Wastes

The executive and legislative finally acknowledged that the mining industry generates soil management wastes which are kept in the tailing dumps. On 22 June the National assembly adopted the draft laws “On Making Amendments and Supplements to RA Code on Subsoil” and “On Wastes”. RA Code on Subsoil was introduced new terms “tailing dump” and “soil management wastes”. It should be mentioned that so far tailing dumps were considered as man-made mines in RA Code on Subsoil.

According to the new amendments, the mining companies in Armenia generating soil management wastes and tailing dumps shall run a register of waste discharge and for this purpose and shall submit a register sheet to the authorized body of Nature Protection Ministry in statutory procedure.

In one day after adopting these amendments the legislative adopted RA Law “On Investment Program on Processing Dumps Collected and Collecting in Voghji, Pkhrut and Artsvanik tailing dumps as well as industrial dumps generated and generating as a result of the activities of “Zangezour Copper and Molybdenum Combine” CJSC”. As a matter of fact, the law hasn’t been complied with either amendments to RA Code on Subsoil and RA Law “On Wastes”, as it plans to process not the soil management wastes collected in the tailing dumps, but the dumps.
