Not Pleased with Nature Protection Ministry Reply

Acting Staff Head of Nature Protection Ministry Khazhak Aghabekyan replied to the letter of Mets Ayrum community residents in regard with the construction of a new tailing dump by “Akhtala OCD” CJSC. The Ministry letter addressed to Mets Ayrum community residents says,

1. The Nature Protection Ministry will present its positioning on the project of the tailing dump planned by “Akhtala OCD” CJSC after performing the expertise prescribed by RA Law “On Environmental Impact Assessment and Expertise”.

2. What about damages to solve environmental problems, it’s regulated with the following resolutions: RA Law “On Targeted Used of Environmental Fees Paid by Companies” dated on 15.05.2001, governmental resolution, “On Approving the Procedure for Assessing Impact of Business Entities on Soil Resources” no. 92-N dated on 25.01.2005, “On Approving the Procedure for Assessing Impact of Business Entities on Water Resources” no. 1110-N dated on 14.08.2003 and “On Approving the Procedure for Assessing Impact of Business Entities on Atmosphere” no. 91-N dated on no. 1110-N dated on 14.08.2003.

The Nature Protection Ministry has developed and presented to stakeholders the draft of the governmental resolution “On Approving the Procedure for Assessing and Compensating Probable Economic Damage on Environment”.

In Oleg Durgaryan’s opinion, the Ministry reply didn’t address the environmental concerns of the residents in regard with the tailing dumps. The whole reply is just citations of laws.
