How Much Funding Will Be Allocated to the Ministry of Environment for Implementing 2026 Programs

On November 4, 2025, during the joint session of the Standing Committees on Territorial Administration, Local Self-Government, Agriculture and Environmental Protection, and the Standing Committee on Financial-Credit and Budgetary Affairs of the National Assembly, Minister of Environment Hambardzum Matevosyan presented the budget allocations and the ministry’s planned programs for 2026.


According to the data presented by the Minister, the total funding for 25 measures included in 6 budgetary programs implemented by the Ministry of Environment will amount to around 15.4 billion AMD, which is 813 million AMD more than the 2025 approved budget of 14.5 billion AMD.

Of the funds planned for 2026, approximately 2.4 billion AMD will come from international grants, and around 13 billion AMD from the state budget of Armenia.

The Minister also noted that in October 2026, Yerevan will host the 17th Conference of the Parties (COP17) to the Convention on Biological Diversity, for which 1 billion AMD has been allocated for organizational work, while the remaining funds will be provided from the Government’s reserve fund.

The budget allocations for are as follows:

  • For the “Forest Management” program – more than 7 billion AMD,
  • For the Eco-Patrol Service – 5.7 billion AMD,
  • For the maintenance costs of “ArmForest” SNCO – 475.5 million AMD, which makes up 42% of the organization’s salary fund,
  • For combating harmful forest organisms – 391 million AMD,
  • For reforestation and afforestation activities – 500 million AMD, which is 50% less compared to the previous year,
  • For environmental subventions to 17 affected communities – 686 million AMD,
  • For the “Management of Natural Resources and SPNAs” program – 1.11 billion AMD, of which 624.5 million AMD will cover the maintenance costs of six SNCOs,
  • For the rehabilitation of the Lake Sevan Trout Restoration Foundation – 467.7 million AMD.

The Minister also informed that, in addition, it is planned to carry out cleaning works of the Voghji River in Kapan, and to implement a rainwater collection and irrigation system project in the Nor Nork administrative district in Yerevan.
