Yerevan thermal power plant started using coal, which is mines in Maghavuz area, Nakorno Kharabagh Republic. From the press article we learned that Gagik Nersesyan, Director of “Energiya Plus” mining company promises that the volume of coal transportation to Yerevan will make up 800,000 tons per year, that the coal is clean and there are no ecological problems in regard with its mining. Nevertheless, neither the press nor the website of Nature Protection Ministry displays any information about what kind of problems may arise from burning coal at Yerevan TPP. There is no information about emission and environmental pollution.
For the information of competent bodies of Nature Protection Ministry, those countries, which use coal as fuel (Russia, Kazakhstan etc) have special technical regulation called “Requirements to Safety of Coal Mining, Processing, Storage and Transportation and its Derivative Processes”.
These regulations particularly say, “The main risk factors, which should be avoided are as follows: Clause 3 – presence of sources of radiation in coal exceeding maximum permissible standards that may have negative impact on human organism, Clause 5 - explosion and fire hazard, including coal and coal dust ignibility, Clause 8 – pollution of air space, surface and ground waters, pollution and subsidence of ground surface, waterlogging of regions and areas, creation of artificial increased seismicity and deterioration of land fertility. We would also like to draw attention to the fact in science literature arsenic is called as one of the accompanying elements for coal.”
EcoLur applies to Nature Protection Ministry with a demand to carry out environmental expertise and public hearings on the use of coal for Yerevan TPP. Particular attention should be paid to the fact that the EIA would be submitted with information about accompanying radionuclide and environmental pollution (See clauses 3 and 8 of the regulations).
