Under the UN Framework Convention on Climate Change, the draft governmental resolution “On Approving Intended Nationally Determined Contributions (INDCs)” had been agreed with stakeholder ministries and submitted to the Justice Ministry for state expertise, as First Deputy to Nature Protection Minister Simon Papyan said at the public hearings of the draft resolution on 31 July. “The countries shall submit official information about their positions and INDCs not later than 1 October 2015,” said UNFCCC Focal Point Aram Gabrielyan and noted that the draft has been developed in the implementation of the resolution 397-Ն of the Armenian Government dated on 16 April 2015. The Republic of Armenia shall prepare and submit its position to the reduction or limitation of greenhouse gas emissions, adaptability plans, technology development, transfer and introduction, funding, capacity strengthening and process transparency,” Aram Gabrielyan particularly said. Presenting the draft resolution Aram Gabrielyan noted, “Armenia adheres to justified “common but differentiated approach” having in mind historically different degrees of responsibility of the countries for the increase in greenhouse gases in the atmosphere and climate change. Actions to mitigate climate change shall not result in social and economic digression, but shall promote the socio-economic development of the Republic of Armenia based on ecosystem approach.” He particularly focused on establishing targeted financial mechanism consisting of two components for mitigating climate change and implementing adaptability projects. The first component will be internal (local) in the format of climate civil investment fund, while the second component will be with external (international) financial mechanisms, where funds will be provided based on complementarity principle. The discussion participants – the representatives of NGOs and Nature Protection Ministry, approved the draft.
