'Zangezour Copper and Molybdenum Combine' CJSC, developing the largest tailing dump in Armenia – Artsvanik, is searching for an area to construct is new tailing dump. The company is applying to the government proposing to establish a working group to acquire possible prior agreement in regard to the new tailing dump. Still in May 2015, eminent domain was recognized over 491.8093 ha of land areas in Artsvanik, Sevaqar, Atchanan, Chapni and Syunik rural communities in Syunik Region. In May 2018, after the Velvet Revolution, the residents of these villages held a protest demonstration demanding to annul this decision and to introduce a system of compensating environmental damage and risk insurance, while on 14 September the boycotted the meeting of Aldermen's Council of Kapan Community, the agenda of which included matters on the alienation of land areas for Artsvanik tailing dump. On 26 September, Director General of 'Zangezour Copper and Molybdenum Combine' CJSC Mher Poloskov send a letter to RA Nature Protection Minister Erik Grigoryan and RA Minister for Energy Infrastructures and Natural Resources, which says: 'Under the decree of RA Minister for Energy Infrastructures and Natural Resources № 134-Ա dated on 29 December 2016, the term of the permit on mining was prolonged for 25 years and endorsed on the condition of performing the requirements laid down in the statement of state expert assessment. Among the requirements is, before the expiry of the term of Artsvanik tailing dump operation, to submit to RA Nature Protection Ministry the option selected to solve the problem of tails, the rationale of its selection, aggregate effects, as well as relevant documentation and EIA report for the environmental impact assessment.
The company has already initiated the works on searching for land areas needed for the construction of the new tailing dump, development of technical solutions and analyses. Upon the company's assignment, prestigious SRK Consulting UK company has carried out prior examinations and submitted proposals on the possible option of the location of the tailing dump. Taking into consideration extreme comprehensiveness of the project and the fact that the quick implementation of the mentioned requirement of the expert assessment will solve not only environmental problems, but also the matters that the residents of surrounding communities and interested society are concerned with, we are proposing to hold a discussion in any format at your discretion with the participation of RA Nature Protection Ministry, Ministry of Energy Infrastructures and Natural Resources, as well as other stakeholders and civil society representatives in order to acquire possible prior agreement in regard to the new tailing dump, to take into consideration the observations and approaches of all stakeholders and to take measures aimed at the implementation of the project in as tight deadlines as possible.’
