Though the international agreements on corruption and money laundering don’t define “corruption” term, they lay down its properties quite clearly. The World Bank has also developed some regulations on this issue, which say that corruption is the abuse of public power for private benefit. If to generalize, under internationally acceoted criteria, the direct indicators for the presence of corruption in any transaction are as follows: arbitrariness of officials' actions, absence of public accountability and naturally illegal actions. Now let's analyze and evaluate the facts on the availability of the aforementioned components in the sale of Vorotan hydrocascade and to assess the presence of corruption in this transaction and the involvement of local and international bodies in this corrupted deal.
Almost all the chains of corruption burg are available in this transaction – a mysterious company branched in offshore mazes and directly funded by the American Government,  coordinator of international corruption burg with the participation of the World Bank, American USAID organization 'fighting' for democracy and human rights.
