Proposal to PM on SHPP Working Group


EcoLur Informational NGO has addressed a letter to Armenian PM Nikol Pashinyan proposing to include experienced civil society representatives and experts in the SHPP working group: the letter says, “We would like to welcome your resolution №1177 – Ա “On Establishing A Working Group and Establishing Its Individual Composition” dated on 5 September 2018.

At the same time, we would like to inform you that in 2014-2018 EcoLur implemented "Support to SHPP-relating reforms through the dialogue of public and RA Nature Protection Ministry for Sustainable Use of River Ecosystems” and "Supporting new reforms in SHPP sector through CSO-government dialogue" with the support of UNDP/GEF in partnership with Nature Protection Ministry with the involvement of specialists from RA Nature Protection Ministry, hydropower and nature protection experts and NGO representatives. As a result of the project, a database of 125 SHPPs has been established. For each SHPP 75 criteria have been completed both based on documents and the studies carried out in the SHPPs. Based on the findings, an SHPP reform package has been developed and 5 draft legal acts have been drawn up and submitted to the stakeholders. The project proposals have been reflected in the executive having approved the government’s legislative initiative “On Amendments to the Water Code of the Republic of Armenia” on August 23 and 'On Establishing Criteria for Assessing Impact of SHPP Construction and Operation on Environment' protocol resolution approved by the government on 1 March 2018, as well as in other draft legal acts.

The innovative approaches introduced in the projects have received wide-scale response also in the international prestigious forums.

We are proposing to assign the head of the working group to include the representatives of the civil society and experts having worked within the aforementioned projects in this working group, who have obtained huge experience and skills in the frames of the projects implemented in the SHPP sector, where they can be useful to the operations of the working group with their acquired experience and knowledge.”
