Tavush Regional Prosecutor's Office Filed Motion Directed at Preventing Illegal Tree Felling Promoting Corruption

Acting Tavush Regional Prosecutor Eduard Harutyunyan has filed a motion to Acting Chairman of Forestry Committee of Ministry of Environment of Republic of Armenia and Acting Director of “ArmForest” SNCO, as RA Prosecutor's Office informs.

“In 2019, the investigation of illegal logging in Tavush Region from July 1 to November 15 implemented by regional prosecutor's office revealed that 54 out of 54 illegal logging cases were initiated in accordance with Article 296 of RA Criminal Code, out of which 41 were illegal tree felling in branches of ArmForest SNCO with total damage of 263.6 million AMD caused to the flora.

In 29 out of 41 criminal cases initiated, the identity of the persons who illegally felled is not known in the forestry protocols. It is noteworthy that the damage caused to the state in these 29 cases amounted to AMD 258.6 million, or more than 98% of the total damage, whereas in the remaining 12 cases, when the protocols were drawn up by identifying the persons who illegally felled, the damage amounted to only 5 million AMD.

Although in 2019 there has been a decrease in cases of illegal logging since July, but this is largely due to measures taken by law enforcement agencies and the deployment of police checkpoints jointly in the region.

The Acting Regional Prosecutor considered it necessary to discuss the expediency of the aforementioned forest rangers, and to exercise caution when making appointments to those positions. The Acting Prosecutor also raised the issue of direct and day-to-day supervision by Heads of ArmForest SNCO Branches, reinforced supervision of SNCO staff performance, and applying disciplinary measures,” the prosecutor said.
