Members of RA National Assembly Varazdat Karapetyan, Lena Nazaryan and Mary Galstyan propose to suspend the issuance of new licenses for mining projects by December 31, 2021. On November 15, the deputies initiated amendments to RA Mining Code. The purpose of the initiative is to develop and adopt a soil management strategy by the competent body, amendments to the soil management strategy, and bylaws related thereto resulting from the abovementioned deadline.
"The current Code contains numerous legislative gaps, thus expanding the scope of discretion of the administrative bodies, which creates favorable conditions for corruption in the field. As a result of the aforementioned and other similar factors, the question of the state's strategic resource - consumption and utilization of the entrails for the benefit of the state and the citizen is being questioned… The purpose of this legislative initiative is to establish a moratorium in the form of a temporary ban on new mining permits,” the justification of the bill says.
At the same time, lawmakers also see a need to amend the Code of Administrative Procedure of the Republic of Armenia so that unscrupulous businessmen will not artificially prolong the termination of the right to use the subsoil by initiating legal proceedings.
