In Gay community, fish ponds have been arbitrarily constructed in 14,4291 hectares of agricultural land owned by the citizens, without any documents witnessing the legal or purposeful change of the land areas. The purpose of the land areas has changed according to the decisions of the head of community. However, the aforementioned fish ponds were built many years ago. As the arbitrary structures haven’t been taken into consideration, significant amounts of money have not been budgeted or credited to the communities. The inspection body has applied to RA Prosecutor General's Office.
