The implementation of 'Shnogh' HPP is endangered because of the sanction policy run by the US, the Zhamanak paper writes.

The problem is that the right to construct 'Shnogh' HPP has been granted to 'Debed Hydro' LLC by the governmental resolution 973-A dated on 10 August, which is owned by Armenian businessman Samvel Karapetyan's 'Tashir Capital' CJSC.

On 25 October 2017 a memorandum for the construction of 'Shnogh' HPP was signed between 'Debed Hydro' LLC and American 'The Robbins Company' at the Ministry for Energy Infrastructures and Natural Resources. Under this memorandum, 'The Robbins Company' will provide a drilling machine to drill 22-kilometer-long aqueduct and will provide technical assistance during the whole process of tunnel drilling.

On 30 January 2017 the US Department of the Treasury published so-called 'Kremlin Report' which includes people having a close relation to the RF President Vladimir Putin, on whom sanctions are imposed. The list of 210 names also includes Samvel Karapetyan: a question arises, how Samvel Karapetyan is going to construct 'Shnogh' HPP together with an American company after appearing in the list of sanctions?

The cost of the Shnogh HPP project implementation (76 mW projected capacity) is assessed at around the US $ 150-190 million.

The station will use the hydroenergetic resources of Debed and Marz Rivers. The head section will be built on the Debed River, while the station will have a 22-kilometer-long aqueduct tunnel with a dam to collect water from the Marz River.
