Competent Body Answering: What Money Generated from Additional Water Intake from Lake Sevan Spent on

Around 100 million cubic meters of Lake Sevan in 2017 and 40 million cubic meters of additional water in 2018 resulted in the sale of electricity generated in the Sevan-Hrazdan Hydro Cascade having amounted to 1,645,139.6 thousand drams and 481,720.2 thousand drams, respectively. EcoLur was informed about this from Batikyan's letter addressed to EcoLur's inquiry substituting Secretary General of the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia. Reminder: EcoLur had sent a request to the ministry to find out about the use of the funds generated from the sale of electricity as a result of the additional water intake from Lake Sevan.

The Ministry's response states: “Additional profit generated by the sale of electricity generated from extra water intake from Lake Sevan exceeding 170 million cubic meters by International Energy Corporation CJSC and Electric Networks of Armenia CJSC amounted to 1,645,139.6 thousand drams and 481,720.2 thousand drams for 2017 – 2018, respectively, which have been transferred to the extrabudgetary account of the Ministry of Energy Infrastructures and Natural Resources.

The aforementioned amounts were transferred to RA State Budget as "Other Revenue", against which the funds of the State Budget Reserve for the corresponding years have been added.

The funds should be spent on targeted investments in the areas specified in Clause 3 of the temporary programs approved in Clauses 2.4 and 2.5 on the measures for RA Law on Restoration, Conservation, Reproduction and Use of Lake Sevan Ecosystem and Approval of Complex Programs.

As to what projects have been or will be implemented with 1.6 billion drams obtained in 2017 and 481.7 million drams in 2018, we inform you that the installation and operation of SCADA-equipped metering equipment in irrigation systems have started since 2016. According to preliminary estimates, the acquisition and implementation of project amount to 1,499,470.3.0 thousand AMD.

44,974.7 thousand AMD was allocated to Water Committee for obtaining project planning documentation necessary for the implementation of the project for the installation and operation of water meter measuring equipment equipped with SCADA system.

As a result of the above-mentioned activities, the water quantity registration required for the irrigation of the irrigable land areas getting water supply from Sevan-Hrazdan energetic-irrigation system will increase, which, in its turn, will contribute to the increase in the effective management of Lake Sevan water resources.”

The total water loss in the irrigation canal systems originating from the Sevan-Hrazdan derivation system is about 57%.
