PPEF Offering the RA Ministry of Nature Protectionto Tighten Sanctions of SHPPs Working with Violations

The Pan-Armenian Environmental Front made suggestions to the RA Ministry of Nature Protection to punish the violations of SHPPs more tightly and to strengthen control. The letter of the PEF says, "It's not the first time that "Megaenergy" LLC has violated the RA laws during the engineering and construction of "Khachaghbyur-2" SHPP since 2012 until today".

On November 13, 2014, we were in Tavush region and visited the valley of Khachaghbyur (Paghjur) River again.

The fish passways of "Khachaghbyur-1" and "Khachaghbyur-2" SHPPs were completely dry again, and "Megaenergy" LLC operating "Khachaghbyur-2" SHPP had totally desiccated Paghjur River once again. But about an hour and a half later after our alarm signal some people came to that area who opened the intake unit valves and the river water began flowing its natural course.

We are applying to the RA Minister of Nature Protection offering
1. to take into account the evident facts presented by the public and make appropriate decisions based on them because such violations can only be detected by unexpected visits.
2. to set higher fines for all the environmental violations and to tighten the sanctions for especially those entrepreneurs who regularly do violations.
 3. to publish more detailed information in the official website of the Ministry of Nature Protection about monitoring each  entrepreneur mentioning the name of the company, the details of the violation detected, the sanctions used or the fine amount in order to raise public awareness and control level.

4. to publish all the conclusions on environmental impact expertise given to the entrepreneurs in the official website of the Ministry of Nature Protection.

The material was  developed in the frames of “Supporting reforms in the sector of small hydro power plants through enabling a dialogue between civil society  and the Ministry  of Nature Protection for sustainable use of river ecosystems” supported by UNDP/GEF Small Grants Programme".
