Paradox with Case of GeoProMining Gold

The Armenian Government has made another surprise to the public having beaten signal in regard with illegal actions taken by Geopromining Gold Company. It’s more than 8 months since different public organizations, political parties, civic initiatives and local population have been demanding to punish Geopromining Gold Company for its constructing an ore processing plant in the drainage basin of Lake Sevan without any permitting documents thus violating a number of laws, particularly RA Law “On Lake Sevan”. Eventually, the government had responded to these signals in the following manner: it assigned Nature Protection Ministry to sort out this problem and Ministry representatives had meetings with public.
Then the Government involved Energy and Natural Resources Ministry into this process. The Ministry which doesn’t have these functions under its mission and founding documents. This Ministry doesn’t have appropriate knowledge and appropriate staff. This Ministry is not a competent body for the compliance with the environmental legislation, while this very legislation is violated in this case. Moreover, this contradicts to the very concept of function distribution, when one department deals with mine development, while the other department controls this process. It’s getting clearer and clearer that Nature Protection Ministry refrain of investigating Geopromining Gold Company’s actions. Reminder: Energy Ministry in its letter addressed to Gavar Aarhus Center numbered 07/16/1764-11 dated on 10.05.2011 has already given its assessment for the company. The letter says that the company is developing Sotq mine in accordance with the legislation, while environmental impact assessment is the prerogative of Nature Protection Ministry.
