Committee endorses draft law on Climate

The draft law on Climate regulates the development, implementation, and coordination of climate change mitigation and adaptation policies in the Republic of Armenia, as well as the relations between the Republic of Armenia, regional governors, communities, all separate subdivisions and individuals registered in the Republic of Armenia and foreign legal entities in the fields of climate change mitigation and adaptation. At the regular sitting of October 15, the NA Standing Committee on NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture Environment Protection the draft law on Climate was debated in the first reading with the attached legislative package. The RA Deputy Minister of Environment Aram Meymaryan presented it.

According to the rapporteur, the goal of the law is to provide a legal basis for planning and implementing actions aimed at reducing greenhouse gas emissions, in accordance with the international obligations and commitments of the Republic of Armenia, and for planning and implementing climate change adaptation, including protecting the population, economy, and infrastructure from the consequences of climate change and strengthening their resilience.

The objectives of the law are to form an institutional system for the development, implementation, evaluation of climate policy, coordination of these processes, and accountability, to enshrine the powers of state and local government bodies, and to promote the formation of sustainable financial flows for the implementation of climate policy through the continuous application of existing and innovative mechanisms.

To provide a basis for the establishment and continuous development of a measurement, accountability and certification system in accordance with the expanded transparency framework provided for in the Paris Agreement adopted under the UN Framework Convention on Climate Change, to contribute to the development of the capacities of the environment, population, regions, communities, economic sectors and infrastructure to adapt to the impacts of climate change and increase resilience to climate change.

The rapporteur answered the MPs’ questions.

The Committee endorsed the legislative package. The Committee in the second reading debated the draft law on Making Addenda to Land of the Republic of Armenia.

As the RA Deputy Minister of Economy Edgar Zakaryan informed, the adoption of the draft law will regulate the processes of providing long-term leases of lands owned by the state and communities, in this case agricultural lands, transferred (fortified) to state or subordinate state bodies for the purpose of implementing investment programs (based on the volumes of the latter).

The rapporteur informed that after adopting it in the first reading substantive amendments were not made to the draft.

The Committee endorsed the draft.
