

On August 28, 2025, the Government of the Republic of Armenia decided to return 10 land plots with a total area of 17 hectares to “ArmForest” State Non-Commercial Organization (SNCO) as forest land.
It should be recalled that within the framework of cases concerning the confiscation of property of illegal origin initiated by RA Prosecutor General’s Office, Anti-Corruption Court of Armenia issued 10 rulings in 2023 and 2024, according to which 10 land plots located in Kotayk marz were returned to the Republic of Armenia.
According to the rationale of the decision, one of the 10 land plots located in the Tsaghkadzor settlement of the Tsaghkadzor community and the Arzakan settlement of the Charentsavan community, Kotayk Region, is state-owned forest land under the management authority of “ArmForest” SNCO. This plot, together with two others, is situated within the territory of the “Arzakan-Meghradzor” state sanctuary. Five of the plots border “Arzakan-Meghradzor” state sanctuary. All 10 land plots are densely forested and were formerly state-owned forest lands.
Taking into account the above, as well as the obligations assumed by the state under international treaties—particularly RA Government Decision No. 610-L of April 22, 2021, “On approving the Nationally Determined Contributions of the Republic of Armenia for 2021–2030 under the Paris Agreement”—it has been proposed to change the designated purpose of the 10 land plots with a total area of about 17 hectares from special protected to forest, and their functional designation from recreation zone to forest.
