New Loan Program to Improve Armenia’s Water and Irrigation Services

On August 28, 2025, the Government approved the proposal to sign a loan agreement between the Republic of Armenia and the International Bank for Reconstruction and Development (IBRD) for “Water and Irrigation Services Enhancement Program: Phase I (WISE)” in the amount of 80,000,000 USD.

According to the rationale of the decision, the purpose of the program is to ensure climate-resilient, improved irrigation services and safely managed rural water supply and sanitation services in selected areas of Armenia.

Therationale notes that through the use of a multiphase programmatic approach, the program will be implemented over a 10-year period and will consist of two phases. Its objectives are to strengthen institutional capacity—particularly by building the capacity of water intake and user associations and local structures—ensure the financial sustainability of services through tariff reforms, cost recovery, and promotion of private sector participation, utilize localized and scalable mechanisms before implementing large-scale investments, and create an enabling environment for private investments.
