"Ecolur" Informational NGO sent an enquiry to RA Minister of Territorial Administration and Infrastructure Gnel Sanosyan regarding the liquidation of "Armenia National Interests Fund" (ANIF) CJSC and the construction of "Ayg 1" solar photovoltaic station. The enquiry says:
"Armenia State Interests Fund" (ANIF) closed joint-stock company ceases its activity. The authority to manage the package of 100 percent shares of ANIF is assigned to the State Property Management Committee of RA Ministry of Territorial Administration and Infrastructure. On May 23, the executive board adopted decision 734-N in this regard. This process is related to the interests of a number of communities where ANIF has been active within the framework of various projects.
One of ANIF's investment projects is the construction of "Ayg 1" solar photovoltaic plant in the administrative areas of Talin and Dashtadem settlements. ANIF has a 15% share in the project implementing company "Masdar Armenia", and the 85% share belongs to "Masdar" company registered in the United Arab Emirates.
For the implementation of the project, the statutory capital of ANIF was supplemented with 547.31 ha of plots of land in Talin and Dashtadem settlements with a market value of around 3 billion. (Decree No. 1777 of October 28, 2021, Decree No. 1137 of July 6, 2023). As a compensation, within the framework of "Aig-1" project, “Masdar" company made a community development payment in the amount of 320 million AMD under the donation agreement signed with Dashtadem and Talin. Out of this sum, 300 million AMD were allocated for the construction of Dashtadem irrigation water line.
In Talin community, it is expected to implement projects worth about 2 billion AMD in exchange for the lands donated to the construction project of "Ayg-1" solar plant. That money should be provided by the government.
Considering that the state's participation in the implementation of "Ayg 1" project is carried out through ANIF, as well as the fact that it will stop its activities and 100 percent of its shares will be transferred to the State Property Management Committee of RA Ministry of Territorial Administration and Infrastructure, please, in accordance with Article 6 of RA Law "On Freedom of Information", provide clarification on the following:
- What steps will be taken for the financing of the implemented and planned projects in Talin and Dashtadem settlements in exchange for the lands invested in the authorized capital of ANIF?
- Will the completion of construction of "Ayg 1" station be delayed and if so, for how long?
- Public Services Regulatory Commission informed Ecolur that "Masdar Armenia" company did not apply for a license for electric power production or other activities in the field of energy to the Commission. Please, clarify the implementation of "Ayg 1" project without obtaining a license.”
