“Guide for Implementing Climate Change Mitigation and Adaptation Policies” Now Available to Communities

The Ministry of Territorial Administration and Infrastructure of the Republic of Armenia has provided communities with “Guide for Implementing Climate Change Mitigation and Adaptation Policies at the Local Level”, developed by the “EcoLur” Informational NGO. The guide was developed with the support of the UNDP’s “Climate Promise Armenia” program.

On July 9, 2025, Deputy Minister of Territorial Administration and Infrastructure Vardan Kostanyan sent a letter to EcoLur stating: “We inform you that the guide titled ‘Implementing Climate Change Mitigation and Adaptation Policies at the Local Level’, submitted by you, has been recognized by the Ministry of Territorial Administration and Infrastructure as a methodological guide and has been provided to communities for their use.”

It should be noted that the guide has been published on the official website of the Ministry.

The guide aims to assist local self-government bodies (LSGBs) in integrating state climate change mitigation and adaptation policies at the local level. It will also support the planning and implementation of climate-related actions in community five-year development programs, annual work plans, and annual budgets—enhancing community resilience to climate change.

The guide proposes both general actions and sector-specific measures in areas such as:

  • Household and other waste management

  • Management of community lands

  • Afforestation of community forest lands and green space management

  • Livestock farming

  • Energy efficiency

  • Renewable and alternative energy

  • Access to drinking water and wastewater management

  • Tourism

  • Public health
