Legislative Initiatives Aimed at Greening Economy in Armenia to End by 2018

In December 2015 a new agreement was adopted at the 21st yearly session of the Conference of the Parties of the United Nations Climate Change Conference, where the parties will pursue efforts to limit the temperature increase to 1.5 °C. The  Intended Nationally Determined Contributions of 189 countries were presented in Armenia, including the Armenian one, which shall be implemented starting from 2020.

With the support of UNDP/GEF EcoLur is holding a series of round tables to find out what kind of preparatory works are needed for the implementation of the INDC in Armenia, what our society needs to resist the adversary effects of climate change.

On 24 March 2015 “Climate Change – Civil Society as Main Partner and Beneficiary” round table was held at “EcoLur” Press Club with the participation of Khachik Hakobyan, Nature Protection Deputy Minister, Aram Gabrielyan, National Focal Point of the United Nations Framework Convention on Climate Change, Diana Harutyunyan, UNDP Climate Change Program Coordinator, Armen Vardanyan, Nature Protection Ministry Information and Public Relations Department Head, Suren Movsisyan, “Climate Forum East” Project National Coordinator, Alen Amirkhanian, Director of  AUA Acopian Center for the Environment, Hovhannes Ghazaryan, UNDP-GEF Small Grant Programme National Coordinator, Naira Arakelyan, Coordinator of the EaP CSF Working Group “Social & Labour Policies and Social Dialogue”, President of “Armavir Development Center” NGO, “Khazer” NGO President Amalya Hambardzumyan, Yerevan Aarhus Center Coordinator Silva Ayvazyan.

This article will cover Nature Protection Deputy Minister Khachik Hakobyan’s speech at the round table, “In terms of green economy policy the government has approved a number of documents developed by Nature Protection Ministry” and we are in the process stage, as, according to the protocol decisions approved by the Armenian Government on 14 November 2013, there is program on developing measures for financial mechanisms and legal acts and in these frames multi-sector legislative innovations, new legislative solutions and developments are carried out, and the whole legal field will get its solutions by 2018.”

He outlined that Armenia holds a leading position among 6 countries of the Eastern Partnership countries in terms of its programs and works aimed at “greening” the Armenian economy, as well as developing and amending the relevant legislation.

Khachik Hakobyan mentioned that Armenia is carrying out three-stage processes in this regard. “With the third component of “green economy” we are implementing “Clean Resource Production Program”, which works with business and works on publicity, so as the business can feel what solutions will be available as result of certain actions and contributions. We have 11 private companies – small and medium enterprises, where ecological audits have already been carried out, relevant “healthing” and “greening” consultations have been provided and we already have proposals accepted by about 25-30%, which the business has introduced and these data are measurable. At this moment, another 11 companies are being selected and by the end of the year we will have a final image of 22 companies.”
