On January 10, 2023, "EcoLur" information NGO sent a letter to Karen Harutyunyan, General Director of " Electric Networks of Armenia " CJSC, which says:
"EcoLur" information NGO implements the program "Be informed about the plans and programs of Green Cities in Yerevan and Gyumri", the purpose of which is to inform the general public about the plans and programs of Green cities implemented in Yerevan and Gyumri.
"Armenian Electric Networks" CJSC implements "Green Cities Framework 2 (GrCF2 W2) - "ENA" Investment Program". According to the Project description, it is an extension of $80 million project signed in 2017 (OpID 48957) for the implementation of the first phase of the 10-year (2016-2027) investment program of "Armenia Electric Networks" CJSC, which is aimed at modernization of electricity distribution infrastructure in Armenia.
It will provide an opportunity for ENA to implement the 2021-2022 capital investments of the 2nd phase of the investment program (the "Program"), which, among other areas, will also be aimed at the two largest cities of Armenia, Yerevan and Gyumri. The project is an extension of the involvement of the European Bank for Reconstruction and Development in Armenia through the EBRD's "Green Cities" program. The investment program "ENA" targets the priorities defined in "Green Cities Action Plans" (GCAP) and was developed in close consultation with the municipalities of the two cities and considering the "Green Cities Action Plans" that underlie the considerations of the two cities.
In accordance with Article 6 of RA Law "On Freedom of Information", please inform:
- In the framework of this Project, what kind of capital investments has been made or will be made by ENA?
- What measures are planned by "Green Cities Framework 2 (GrCF2 W2) - "ENA" Investment Program" aimed at the priorities defined in "Green Cities Action Plans" of Yerevan and Gyumri, which of them were implemented, which were not and for what reasons?
- Has it been calculated how much electricity was saved as a result of the measures implemented in the cities of Yerevan and Gyumri and how much the greenhouse gases emitted into the atmosphere were reduced?
- How much money was spent for the implementation of these measures?
In response to EcoLur's inquiry, Karen Harutyunyan, ENA’s General Director, stated in letter N08-KH-05/24 on January 17, 2023:
"The company is pleased with the program "Be informed about the plans and programs of Green cities in Yerevan and Gyumri" implemented by you, which aims to inform the general public about the plans and programs of Green cities implemented in Yerevan and Gyumri.
The company has planned and is implementing a large-scale (347 billion AMD) investment program for 2016-2027. Within the framework of the project, among other goals, there are works aimed at reducing the technological losses of electrical energy. They are the largest of them:
- Implementation of automatic electricity metering system,
- The program for replacing transformers in 6(10) kV networks.
While planning the mentioned works, the Company had no problem to separate them according to Yerevan or Gyumri. They are planned for the entire service area of the Company according to the most problematic. As a result, the established 11.03% indicator of technological losses of electrical energy in the distribution network decreased to 6.5% (2016-2022). The reduction of losses in the distribution network was about 1.6 billion kWh, and as a result, the reduction of greenhouse gas emissions into the atmosphere was about 684 thousand tons.
In the attached table, we present the information about the sub-tracks mentioned by the Company during 2016-2027.”
