EcoLur
The Territorial Administration Ministry gives explanations what kind of significance the documents publicized by “EcoLur” have. Reminder: the documents entitled “Memorandum of Understanding between Syunik Region of RA and Province of East Azerbaijan of IRI” refer to the leasing of the land areas of Syunik Region to Province of East Azerbaijan (East Atrpatakan) of Iran. The Public Relations Department of the Ministrh informs in this regard, “There is no agreement concluded between Syunik Region of RA and Province of East Azerbaijan of IRI that leads to legal consequences. The documents publicized by EcoLur are, as a matter of fact, the minutes of the meeting between two delegations entitled “Agreement”. The document just records the results of the negotiations run between two parties and approaches and proposals towards discussed issues. The document entitled “Agreement” was signed by two officials in the delegations responsible for agriculture and the issued they contain should be finally solved at domestic level, and if needed, to undergo procedures prescribed by the law.”
We would like to inform that the procedure for leasing land areas is prescribed by the Land Code of RA irregardless of the legal status of the documents. As agreement haven’t still been concluded under the requirement of the Land Code of RA and haven’t been registered in the appropriate state body, it’s improper to speak about the leasing of the pastures in Syunik Region in the frames of the aforementioned documents.
We would also like to inform that both territorial administration and local self government bodies always readily discussed and properly processed the applications on leasing of pastures lodged by the citizens of Armenia (both natural persons and legal entities.) Reminder: Armenian Government decisions N 1477-Ն dated in 2010 and N 389-Ն dated in 2011 simplified the procedures for pasture leasing. In case of demand in pasture leasing appropriate bodies at all levels are ready to examine them and to process them.”
