In 1999 the National Assembly of Armenia ratified Document 18931 MA of the World Bank, which summarizes the program of allotting the loan of US $185 million to the Republic of Armenia (SAC-1` 60, SAC-2՝ 60, SAC-3՝ 65 million USD approved in 1996-98), as well as the program of privatization of the energetic system of Armenia. This document lays down the loaning requirement and prerequisites of the World Bank - to commercialize the energetic system of Armenia, to abolish the financial subsidies and tariffs not covering costs, to include previously accumulated debts in the tariffs (not to pay them from current incomes) and to continuously increase electricity prices, to run a policy of electricity cut offs, to privatize the energetic system, to make free the production of electricity, import and export, as well as to commercialize the energetic system aiming for the electricity tariffs to ensure competitive profit... The World Bank document 18931 clearly shows that the Armenian Government slavely (or for other reasons) adopted and performed all the requirements of the bank, while the privatization of the energetic system has been accelerated, as the World Bank has demanded to do so.
