What’s the content of the report by MP of the Parliamentary Assembly of the Council of Europe  Milica Markovic (Bosnia and Herzegovina) 'Residents of borderline regions of Azerbaijan deliberately deprived of water'?

The Armenian delegation states that the topic of the report has been transferred to political forum and has political content, as Ms. Milica Markovic stated that the report has humanitarian and technical nature.
Reminder: on 26 January the Parliamentary Assembly of the Council of Europe, the PACE, adopted the report by 98 votes to 71, with 40 abstentions “Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water” – a scandalous report prepared by Milica Markovic, an MP from Bosnia and Herzegovina –Milica Markovic particularly stated that the territory of the Sarsang dam is controlled by Armenia, while this area belongs to Azerbaijan and accused the Armenian party of  hindering the entrance of the water of the Sarsang dam into the residential areas of Azerbaijan thus causing damage to people and agriculture.
Water like oil and gas is an extremely influential political factor and the politicians shouldn’t forget about it in decision-making both in internal and external policy. The Sarsang dam like any dam is a water object of strategic importance and factor of water safety.
Each country solved the issue of water safety within its own frames and competences. The issue of water safety is world issue and that of the European policy. The international community, as represented by PACE, may transfer the issue into the frames of the relevant conventions and solve the issue within these frames.
