The Ministry of finance has applied to get a loan from the Eurasian Development Bank for the construction of Qajaran-Agarak section of ‘North-South’ highway. So far, we were all sure that it’s the Asian Development Bank, which provided loaning funds for the construction of North-South highway.
Silva Adamyan, Armenian representative of NGO Forum on ADB, which exercises control over the bank activities, Coordinator of Public Environmental Alliance: ‘So far the bank has provided 954 million AMD, the government should provide the rest of the funds, but it didn’t. 954 million AMD has been spent, but the work isn’t accomplished – only 25 km. The Bank says we have done everything we were supposed to,’ Silva Adamyan said and added that the bank doesn’t follow how these funds are spent and there are concerns the same situation will be with the loan for the rehabilitation of Sevan-Hrazdan cascade.
‘When in Astana I presented the situation of North-South at the 47th annual meeting of the Asian Development Bank, the representative of the Eurasian Bank immediately approached me and said that your government has also claimed money from us. Please, keep in touch with us to understand what these funds are spent on,’ Silva Adamyan said, ‘The Armenian representative of the bank doesn’t want to cooperate with us, which they do intentionally, while we can see that now the government takes a loan from the Eurasian bank…Isn’t it something funny…all these loans must be repaid with interests?’
Silva Adamyan said that the state makes people face huge debts running such a policy. How will these debts be paid? “We know how… we will start selling our objects of state and strategic significance, as it happened with Vorotan Cascade, Sevan-Hrazdan Cascade, what will happen with the sport and concert complex…to be continued. We should seriously deal with this issue…these are signs of the state fall…”
