The public hearings of the new water use permit project for the operation of Narek SHPP by "ENERGYNETCONSTRUCTION" OJSC were scheduled for March 31, 2020. The ministry said that the hearing of new applications for water use permits in the country under the state of emergency, including the Narek SHPP, will be held online.
On the day of the public hearings for Narek SHPP, the official website of the ministry did not provide additional information on the format of the hearings on its Facebook page. It did not publish any source of the hearing on how to join it.
EcoLur inquired from David Grigoryan, Press Secretary of Department for Information and Public Relations at Environment Ministrywhether the SHPP hearings were conducted, if so, in which format, who participated and what decision was taken?
In response, David Grigoryan stated that it is not mandatory to hold a public hearing in any form of meeting or assembly, including online.
The question arises here: whether the public hearings on the water use permit of the Narek SHPP can be held if the public has not been able to obtain information through questions and answers?
