Inquiry To PSRC: Whether Electricity Tariff for Small Hydropower Plants Built on Natural Streams To Be Revised In Case of Extension of Licenses?

EcoLur Informational NGO sent a request to Garegin Baghramyan, Chair of Public Services Regulatory Commission, to find out whether the electricity tariff for small hydropower plants built on natural streams will be revised in case of applying to the PSRC for extension of licenses.

The license of 8 SHPPs expires in 2022, the 7th will expire in 2023, and the licensing period of 1 SHPP has already expired at the end of 2021.

According to the RA Law on Freedom of Information, please advise:

Will the electricity tariff for small hydropower plants built on natural streams be revised if small hydropower plants apply PSRC for an extension of their licenses? If so, what is the tariff for the electricity generated by these small hydropower plants?

In case of liberalization of RA electricity market, will the state guarantee of obligatory purchase of electricity produced by small hydropower plants by ENA be preserved, or small hydropower plants can sell electricity to their preferred operator at any tariff until the expiration of their licenses.

During the last 5 years, the licenses of several small hydropower plants have been terminated due to the bankruptcy of the latter, as well as the non-production of the defined amount of electricity," the request says.
