After Liberalization of Electricity Market, Monopoly Still Belongs to ENA

After the liberalization of the electricity market in Armenia in 2022, the monopoly is still held by "Electric Networks of Armenia" CJSC. This conclusion was reached by RA Competition Protection Commission (CPC) as a result of the study of liberalized electricity.

Being the major purchaser and sole distributor of electricity, ENA keeps other market participants dependent.

CPC considers it undeniable that ENA, being the only supplier for many years, can have a number of levers and market power in the sector in terms of making referrals to consumers.

"The ENA have an impact on the competitive situation, it can create such a situation with certain levers that an artificial shortage will arise in the market or have an impact on the formation of prices," said Armine Harutyunyan, Chief Specialist of CPC Market Analysis Department.

CPC also studied the field of renewable energy and concluded that solar energy has been developing significantly in Armenia in recent years. It is noted that the solar photovoltaic potential of Armenia is higher than the average of the European Union with a specific photovoltaic capacity of 3.25-4.48kWh/kW per day.
