“Katnarat”, “Dzoraget-5”, “Dzoraget-6” SHPPs are of cascade type: the water discharge section of one SHPP is water-providing one for the other SHPP. Three SHPPs together use a total of 7600 km of river section: in this sections water intake sections have been constructed for different reasons with different hydrotechnical structures. All this causes environmental load on the Dzoraget River, which will be increased with the construction of “Dzoraget-4” SHPP, which will pipe a total of 13961 meters of river section (20.83%).
The environmental flow has been set 0.2 cum/s, but the project doesn’t say how this flow will get into the river, if there is no fish passway. The local fish world is not described, the project only says that change in the river water regime is possible during the construction, as well as probable increase in pollution: construction noise may affect the fauna in the river.
The project doesn’t say anything about the automatic management of environmental flow in the head section and introduction of water-measuring devices for online control.
The Nature Protection Ministry has launched SHPP rehabilitation project, which has posed a number of requirements for the reforms of the SHPPs to make them exemplary ones.
The reply letter by Nature Protection Ministry says, “The initial project of “Dzoraget-4” SHPP has been amended and supplemented in line with the proposals and observations presented by Nature Protection Ministry. The new project doesn’t contradict SHPP rehabilitation project implemented by “EcoLur” NGO in partnership with Nature Protection Ministry and requirements aimed at preserving environment.”
