As a result of large-scale studies conducted by the Department for the Protection of State Interests of the RA General Prosecutor's Office on publications in the media, it turned out that according to the agreement between JSC and State Public Procurement Agency SNCO dated August 13, 2010, 11.798.546.000 drams have been allocated for the repair of the tunnel number 2 of Arpa-Sevan. On February 14, 2017 between the Committee of Water Management of the Republic of Armenia and OJSC a contract has been concluded for 4.998.360.000 drams on capital repair of damaged sections of the tunnel.
It has been revealed that in numerous cases, in particular, in the executive acts for 2010–2018, there are inconsistencies. In particular, payments to 591,933.000 drams, aimed at ventilation, and 255.324.000 drams for related repairs have been carried out on the basis of documents that do not correspond to reality.
According to the study, a decision has been made to initiate a criminal case on the grounds of p. 1 p. 3 art. 178 ( Swindling committed in particularly large amount ), p. 2 art. 214 (Abuse of authority by the employees of commercial or other organizations, which caused grave consequences), p. 2 art. 308 (Abuse of official authority, which negligently caused grave consequences), art. 314 (Official forgery) and p. 2 art. 325 (Forgery, sale or use of forged documents, stamps, seals, letter-heads, vehicle license plates, committed by a group with prior agreement) of the RA Criminal Code.
The preliminary investigation of the case is entrusted to the RA Investigative Committee.
