On the basis of the information and documents received from RA Prime Minister's Office, Department of Protection of State Interests of RA General Prosecutor's Office has studied the lawfulness of operating the gold-polymetallic mine located in Lori region of the Republic of Armenia, as well as the lawfulness of the realization of plots for soil management purposes.
The study revealed that according to the mining allotment certificate issued to S ... CJSC for the operation of the mine from 2015 to 01.03.2049. During the period of operation, 278.6 hectares of mining space was provided.
Based on the instruction of RA Prime Minister's Staff, in 2019 the Lori Regional Municipality’s investigation of land registration and evaluation data of Stepanavan community revealed that the above mentioned CJSC owns 89.9 hectares of land, 76.4 hectares of which are of agricultural significance and only 13.5 hectares are for industrial, soil management and of other industrial purposes.
At the same time, it was found out that the CJSC uses about 128 hectares of land, of which only 77.6 hectares is its property. For the rest, it is illegally used from community (41.6 ha) and citizens’ (8.74 ha) land plots. This is the case where an entity could use non-owned land only with the consent of the owner or a land-use contract.
A criminal case was opened for not paying the sum of about 309.4 million due to AMD Lori Regional Administration and Stepanavan community officials being not responsible for overseeing 76.4 hectares of land owned by CJSC, failing to take control of the target area of the CJSC, not preventing the illegal land use by the company, not collecting community tax and community cadastral taxes.
