The Nature Protection Ministry has adopted SHPP healthing program, the information basis of which is the monitoring of SHPPs carried out in the frames of Support to SHPP-relating Reforms Through the Dialogue of Public and RA Nature Protection Ministry for Sustainable Use of River Ecosystems” program. The problem of SHPPs was discussed at the meeting of Nature Protection Ministry on 25 March. Hakob Galstyan, Head of State Environmental Inspection, noted that at SHPP designing and construction stage the following environmental problems have arisen and the following measures are proposed for their solution:
· A package of healthing measures will be drawn up for each SHPP together with their implementation schedule.
· To introduce a system of environmental passports of SHPPs into Nature Protection Ministry and green passports as incentives. To draw up formats and specifications and to pay special attention to the encouraging mechanisms taking into consideration environmental requirements.
· To review water usage permits, water volumes taking into consideration the requirements of all water users of the given river.
· To recognize the requirement to environmental flow as priority, then to install measuring devices to determine the amount of water left in the river after water intake and automated management system.
· To develop a draft legal act, which bans the construction of new SHHPs on the rivers overloaded with SHPPs.
