Provision of Water Resource Adaptability Towards Climate Change in Draft RA Water Code

Environment Ministry has initiated a legislative initiative to provide for the adaptation of water resources to climate change. By the decision of June 2, 2022, 784-A, the Government of the Republic of Armenia approved the package of draft laws developed by the Ministry.

In particular, in fulfillment of the commitments undertaken by the Republic of Armenia under the Paris Agreement, the provisions on climate change adaptation, as well as the adoption of a climate change adaptation program in the field of water resources were included in the draft law "On Making Amendments to Water Code of the Republic of Armenia".

The need to adopt the program is substantiated by the vulnerability of RA water resources to climate change and it is laid down that climate change adaptation actions in the field of water resources need to be considered in terms of reducing the damage to the population and the economy as a result of climate change.

The draft law defines the vulnerability of water resources to climate change as the degree of resistance to the adverse effects of water resources due to climate change, and the adaptability of water resources to climate change - the ability of water resources to adapt to actual, predictable climate change.  A separate article sets out the requirements for the Climate Change Adaptation Program in the field of water resources.
