In May 2007 the government reached a decision to set up “Gilan” Wildlife Preserve in the center of Khosron Nature Preserve. In October 2007 amendments were made in the charter of “Khosrov Forest” Nature Reserve in accordance with which the land areas in Gilan can be leased with site development entitlement.
Gilan territory was leased by “Hovazadzor” LLC and its founders are Kamo Khachatryan and Mikhayil Bezrukov, while Kamo Khachtryan’s son’s godfather is the Armenian National Assembly Speaker Hovik Abrahamyan. Gilan was inhabited by people. The RA Law “On Specially Protected Territories” says that farming is inhibited in the nature reserves. The land area inhabited by 25 families was called Gilanlar.
Under Head of Department of Specially Protected Territories of the Ministry of Nature Protection of RA Aram Aghasyan’s explanation, the problem of Gilanlar became substantiation for lowering Gilan status: “This explanation would be an explanation if “Gilan” Wildlife Preserve was set up in the territory of Gilanlar. But it was set up in neighboring area of Bayburd which had earlier been inhabited by the Azeri having abandoned it in the early 90’s.
