

The Espoo Convention very clearly defines all the actions and the scope of responsibility that must be ensured by the country that signed it. The points laid down in the convention do not relate in any way to the factory to be built in Yeraskh," says Inga Zarafyan, President of "EcoLur" Informational NGO.
It should be noted that the armed forces of Azerbaijan fired shots in the direction of the metallurgical factory under construction in Yeraskh settlement in Ararat community, Ararat Region. Two foreign citizens were injured.
"Large oil pipelines, large gas pipelines, impact on water resources," Zarafyan notes. She notices that all these refer not to the newly built factory in Yeraskh, but to many, many factories in Azerbaijan.
According to her interpretation, the Espoo and Transboundary Emissions Convention talks about SO2 chemical emissions, while at least according to the documents, the Yeraskh plant can only emit CO2.
"If Baku has a complaint, it should submit its justifications to the secretariat of the convention, which it has not done so far," Zarafyan notes.
