

The findings of “Public Opinion Survey on Key Issues Related to Energy Efficiency in Yerevan and Regions of the Republic of Armenia” study were presented on 18 December 2025.
The study was conducted by Compass Business Group in August–September 2025, commissioned by the Environmental Projects Implementation Office of the Ministry of Environment of the Republic of Armenia, within the framework of “De-risking and Scaling-up Investment in Energy Efficient Building Retrofits” project.
The event opened with remarks by Natia Natsvlishvili, Resident Representative of the United Nations Development Programme (UNDP) in Armenia. She emphasized the importance of energy efficiency in the context of Armenia’s sustainable development, climate change mitigation, and the improvement of the population’s socio-economic well-being. She noted that UNDP will continue to support cooperation between the public and private sectors in order to ensure systemic change in the field.
“We are proud to see the results of our continued efforts: over half of Armenia’s population now has a clear understanding of energy efficiency. At the same time, we recognize that increasing public awareness must remain a priority. Growing demand for energy-efficient solutions among the population will not only encourage greener practices, but will also contribute to the development of progressive national policies,” she said.
In his speech, Project Coordinator Vahram Jalalyan presented the project’s results and impact. The project is aimed at achieving significant energy savings and, as a result, reducing greenhouse gas emissions.
The project has been implemented in Yerevan and in all ten regions of Armenia.
Its target groups included public buildings, multi-apartment residential buildings, and private houses. Overall, the project envisages energy-efficient renovation of 305 public buildings, 198 multi-apartment buildings, and 200 private houses. Renovation works have already been completed in dozens of buildings, delivering substantial energy savings.
According to Vahram Jalalyan, one of the project’s key achievements is the introduction of an Energy Management Information System (EMIS) in Yerevan and in communities, as well as increased awareness of energy efficiency. As a result of more than 70 educational events, around 2,900 participants acquired professional knowledge. Within the framework of the project, building passports, operating rules for multi-apartment buildings, and technical guidelines were developed, and an analysis of legal gaps was carried out.
Household surveys conducted in all regions of Armenia and in Yerevan showed that energy-efficient renovation leads to tangible financial savings, improved thermal comfort in homes, and positive health and social impacts.
According to the study, 56.2 percent of respondents were familiar with the concept of energy efficiency, while 46.9 percent stated that energy-efficiency programs significantly contribute to reducing costs, retaining heat, and increasing the overall comfort level of housing. Armen Ajamoghlyan, Coordinator of the first component of the project and representative of the Environmental Projects Implementation Office of the Ministry of Environment, noted that over the past four years, as a partner, they have contributed to raising public awareness on energy efficiency through various activities. According to him, local media played a major role in this effort, willingly covering the activities carried out within the project, its results, and the changes observed in the lives of beneficiaries.
“De-risking and Scaling-up Investment in Energy Efficient Building Retrofits” project was launched in 2017 and will conclude in June 2026. It is financed by the Green Climate Fund in the amount of 20 million USD, with additional co-financing from UNDP amounting to 0.42 million USD. The implementing agency is UNDP, with the Ministry of Environment serving as the main partner.
