

At its session on December 25, 2025, the Government approved “Nationally Determined Contributions of the Republic of Armenia for 2026-2035 under the Paris Agreement and Action Plan for Their Implementation.”
As a result of implementing NDC 3.0, Armenia expects to cap greenhouse gas emissions at 11,404 Gg CO₂ equivalent, or achieve a 44 percent reduction compared to 1990 levels.
The implementation period of Armenia’s NDC 3.0 is 2026-2035. This ten-year timeframe reflects Armenia’s planning horizon for mitigation and adaptation measures as defined under the Paris Agreement. NDC 3.0 prioritizes adaptation as a national imperative.
Implementing climate change mitigation targets in Armenia requires substantial financial resources. The 22 unconditional mitigation measures will be implemented through a combination of domestic financial resources, policy reforms, and available international financing sources, totaling approximately AMD 748 billion.
The implementation of 41 adaptation measures requires significant international support. The estimated resources needed for the assessed measures amount to approximately AMD 498 billion by 2035. At the same time, not all adaptation measures have been assessed at this stage due to the lack of detailed feasibility studies or cost estimates. Consequently, the Action Plan does not fully reflect the scale and importance of the adaptation measures presented in NDC 3.0.
It is noted that the project directly stems from the vision enshrined in Armenia’s Transformation Strategy 2050, namely, to achieve by 2050 an Armenia with a healthy environment, climate resilience, and energy efficiency.
